This calls for success on a modest scale — holding steady in small matters is rewarding, but this is not the time for grand undertakings. Like a bird flying low and calling out as it goes, it is unwise to climb too high; staying close to the ground brings great good fortune.

密云不雨,自我西郊。公弋取彼在穴。
Heavy clouds bank up without releasing rain, drifting in from our western edge -- meanwhile the duke goes hunting and brings down what was hiding in its den.
Voltage on, no rain yet (the resources of the senior unfulfilled); the limited task — hunt the one in the cave — is what can be done.
Six at the top · 上六 ⚋ yin
弗遇过之,飞鸟离之,凶,是谓灾眚。
Overshooting the mark and missing the encounter entirely, like a bird already flown out of reach -- this is misfortune, a disaster brought on by one's own excess.
Overshot, missed the encounter; the bird flies past; net for capture. Misfortune; the self-inflicted calamity (zai sheng).
