涣汗其大号,涣王居,无咎。
A great decree goes out, spreading as surely as sweat once it starts -- even redistributing what the ruler has hoarded -- and none of this draws any fault.
Like sweat breaking — announce the great decree that dissolves the crisis (huan han qi da hao); disperse the king's hoarded wealth for the public good. No blame.
